All boxing competitions are supposed to be as fair as they can be, in the currently lopsided landscape. Alot of people are saying Ruiz doesn't deserve the belt because of his style or the fact that he holds, and should be DQ'd, but the fact is he hasn't been. Up until this fight he's been recognized by the WBA as their champion, it's that plain.
Holding in a fight and roughhousing isn't the same as doping. You don't lose points for doping.
As for a rematch, if the WBA holds firm there's no real point. Toney can't compete for their belt for 2 years.

There'd be a few problems with painting Gatti as the 'underdog' role.
1) He's rich. He's made enough money to live off of, so even if he doesn't win, there's not terribly much at stake other than another L.
2) He's the champ coming into the fight, so it's not as if he's trying to 'achieve his dream' of becoming the World Champion.
3) He's definately not been written off to the point of Braddock, Ali or Buster. He's still a respected fighter, just nobody thinks he's got the technical skills to defeat Mayweather.
If they were gonna do the movie, they'd have to use creative license to make it interesting. Start it off with him losing by upset to Robinson, go through the whole 'turmoil' act, then have him come back and win back his title.
Problem is, that he won it off of Gianluca Branco... who doesn't exactly inspire fear. They could always shape the story that PBF held the belt... but... yeah....

Boxing is not physically difficult, boxing well is. Why else would we have great boxers like Reggie Strickland? Sure, everyone says the guy has skills, but he takes the easy route.
Any bum can throw on a pair of gloves and fight for 12 minutes, they might be blown up after 2 but hey, that's okay, they'll still cash their paycheck.
Now take a fake sport like golf, where you need to be ranked so high to get paid at all... makes you weep. Seriously though, something like Tennis you have to do very well in to make any money. It's not as physically gruelling, but you need to be somewhat more physically 'gifted' or 'determined'.
