Judah doesn't deserve 50% but he certainly deserves 40%. Just because Khan is a draw doesn't mean he is going to get a huge amount more than his opponent. If Khan doesn't pony up cash, he isn't going to get the big name and he certainly isn't at the level where he makes enough to offer about 20% of the money to his opponent and the opponent still makes more than he would fighting anyone else. At this stage in Khans career, he is still building a worldwide fanbase and in order to do that he has to fight the big names and right now to do that he needs to give them a good percentage, even if they don't deserve it.
