Again, if the commission won't provide these safety measures to boxing as a whole, then you have to do it yourself. It is not the responsibility of one boxer to ensure the safety of other boxers (that's the commission's responsibility). Since the commission won't do it, the other boxers have to do it themselves.

The civilian example you've just given does not relate to the May-Pacq situation. If a civilian suspects that I am drinking and driving, he should call the cops, because a cop will never shrug off a complaint like that, even if there is minimal doubt. Within minutes of the phone call, a cop will pull me over.
The reason that differs from the May-Pacq situation is because even though Mayweather has discussed his concerns about Pacquiao, NSAC doesn't feel it is necessary to put both fighters through OST (unless both fighters agree). This despite the FACT that urine tests are not able to detect peds that a random blood test without cut-off dates is.
In the cop situation, the suspected isn't given a choice of whether he wants to prove his innocence.

PEDS testing is of big concern in all of sport , boxing has one of the weakest systems in all of sport and it will be a great day for the sport when its upgraded to world standard , Floyd wants his fights to be under very strict drug testing so there will be no cheating in his fights and he has a right to ask for it .

When authority is not fair to all concerned...you can sit there and do nothing...or if you have the ability, correct it yourself..
If a boxer gets in the ring against someone with an unfair advantage, absorb unnecessary damage, does that affect the authority in any way? They might be criticized for not preventing it in the first place. Other than that, not much else.
Meanwhile, the boxer might be suffering life threatening injuries. Who has it worse?
So, if a boxer can create a level playing field (if the authority chooses not to) then there's no reason for him to get out of their jurisdiction.
