PEDs are just prevalant all over sports. Doesn't have to be roids or HGH, it can be EPO, or some other stuff we haven't heard of. I'd be surprised if the majority of world class athletes weren't taking something of the sort. A little disturbing when you think about how dangerous boxing, football, MMA, etc. are, but it's how it is. It's probably been like that longer than people think.
Some guys weren't ready but would never be ready, and sometimes the management just cashed out and took the risk. tyrell biggs had drug problems and other issues so his management had him fight Mike Tyson. David Reid had his eye problems and almost lost to Kevin Kelly, so his management put him in with Tito Trinidad.

An interesting case is sean o' grady, his father didn't want him to have the pressure of having to keep his "0", so he threw him in there with Danny Little Red Lopez.
Sean had 30 pro fights but was only 16 and those fights were against softies.
Luckily Sean recovered and was able to hold a world title for a short time before his dad made him give up the WBA belt. Little Red Lopez isn't the type of guy you just throw an inexperienced teenager in with, he was a monster puncher.

Canelo is too young and clearly wasn't experienced enough. He also needed at least 4 more years before he was acclimated to 160 and at least another 3 years before he was ready for a real MW like GGG.

PEDs are all over sports and probably have been for a long time, I've accepted that even though it sucks, but a ripped physique doesn't mean much. James Toney & Danny Batchedler both looked fat when they popped dirty. Toney was pretty flabby too when he turned up dirty for John Ruiz, but passed the drug testing when he fought Rydell Booker and looked more ripped than ever. Frans Botha had that pear shape body when he got busted.

one that comes to mind for me is James Toney vs Michael Nunn
(I gotta admit, Toney wasn't nearly as flat-footed in this fight as he was later on vs RJJ)
Nunn was quicker than Toney though, I wouldn't call Nunn the big strong slower fighter.
Toney beat stronger slower fighters in the higher divisions.

toney won the first fight, i thought clearly. McCallum won the 2nd match, i thought that could have gone either way
