I agree with Hearns, I think Robinson is to wide with his punches IMO...Naples was to slow IMO to beat Floyd and he kept his hands to low at times..Duran would have been interestingIt depends on who you ask. For making money he was the best. For being a champion for the longest amount of years and being undefeated he is probably the best. For being the best PFP fighter at his peak I don't think he is the best but that is just my opinion. I think Duran at his best would have defeated Mayweather at his best at 135. I think Jose Napoles, the great Cuban boxer who fought out of Mexico would have defeated Mayweather at 130, 135, 140 and 147 prime against prime. The 147 and 154 pound prime Hearns would have defeated Mayweather. Ray Robinson in his prime would have defeated Mayweather at 147.A prime Henry Armstrong would probably have defeated a prime Mayweather at 130, 135 and 140. There were others I think might also have been slightly better in their prime pfp than Mayweather was in his prime so my answer is no he was not the best boxer in the history of the lower weights. He was among the best but not the best. This just my personal opinion and can never be proven right or wrong.Comment

That is just a popular opinion and not some written in stone unarguable fact. If someone thinks another boxer or boxers were better PFP than Robinson nobody can prove them wrong. Robinson lost 19 fights and he wasn't old and past prime for all of those losses. An unranked boxer named Tiger Jones badly beat Robinson when Robinson was 32 years old. Robinson never rematched him. Before that Randy Turpin beat Robinson. Robinson beat Turpin in a rematch but that doesn't make the first loss go away.Robinson had draws in his prime as a welterweight and a draw is not a win. Robinson was great but hardly unbeatable. The old timers declared Robinson the best PFP about 70 years ago and some think that can't ever be questioned. It can be questioned by any boxing fan who thinks for themselves and makes their own decisions on such matters. Lots of great boxers have come along since Robinson retired so long ago. It's not sacrilegious or illegal to say one or more of them might have been better PFP.Comment

Meh, not CLEARLY great but for arguments sake let's say he is. Still not prime.Most catch weight especially if it was draining one guy badly. Jofre was champ for like 5 years really lineal and undisputed but the British boxing board rated Caldwell as their champion. Becerra being KO'd by Sanchez whom Jofre beat for the title broke the division up somewhat.
He actually has a win over Vicente Saldivar. CLEARLY a great fighter. Not prime but again clearly great when you said he beat no greats period. Legra imo isn't a great but in that moment that's a special win for example and he was at a disadvantage in that fight.
Ok but he still beat no great fighters in their prime and wasn't champion for long so he doesn't fit your criteria. A number of the guys you listed don't and it's your own criteria you made.
Anyway, all that aside the notion of Jofre being ranked ahead of Mayweather is pretty funny.
