Lol you don't even know them. They have equal or better legacies. Most have defeated a great fighter in their prime or were undisputed for years on end.

Many of them were undisputed for long stretches though so also that's impressive. So to say most were either undisputed for a while or defeated a great near their prime is accurate.Comment

Can be ranked ahead? I won't use Pacquaio because that will send people crazy but the following can and in most cases probably would (by historians at least) be ranked ahead of him (under 154 guys only)

I'd say those 24 guys could be and probably should be ranked ahead using just fighters who fought mostly under 154. Towards the top of the list the names are more certainly ahead and more factually ahead though the list is in no real order and just off the top of the head.
If you don't know at least 22 of those names you probably aren't qualified to have a top 5 list unless it's top 5 favorites for example.Comment
