He also had no confidence in PAC so why take a gamble he is protecting his cash cow. But the thing is Floyd thinks just like arum. Floyd doesn't want the fight either. He came out of retirement attached his name to pacs and waited for him to finally lose so he can tell people see this guy was a hype. He has done this before. Floyd knew PAC was a threat if he lost to manny his stock would die because people got to see hi lose. So Floyd protects himself by fighting the least possible threat, knowing his boring style is not a draw and his undefeated record and people wanting to see the bad guy lose was his draw gimmick.

It's both Floyd and arum who have made this fight never happen.
Good analysis, imo also happens to be true....But does this contradict the original poster? I think Arum and Floyd hate each other and inadvertantly help each other...Both are fascile enough, if they see a reason to change horses midstream and try to screw the other guy.

Heres the missing piece as I see it: I think Arum and Floyd have hate hate haterade for each other. Floyd is greedy and sees Arum as messing with his stacks....hes probably right, Arum is a sociopath who thinks of Floyd as a dumb ****** thug, only protected by the likes of Hayman and company....And Arum knows that Hayman is essentially a pimp interested in the same b1tch that Arum had his hooks in....because Arum knows Floyd is a real earner.

Why disparage the OP though Hecgari? He is doing something that a lot of people here hate....he is offering a strong opinion that suggests a cogen theory where forces are operating unseen....There are conspiracies in boxing after all! Arum is slick, like King with a permanent hand washer so that while King had blood on his hands Arum is strictly white collar.

Everything was agreed to except drug testing, and it seems odd and su****ious that drug testing would be a deal breaker. That was the best chance for this fight being made, and that was the very first negotiation. After that is when Mayweather removed the 50/50 option and began not wanting to work with Bob Arum because I think it became obvious he wasn't dealing in good faith.
Actually Hectari is right....Floyd knew that for whatever reason Pac would decline....Why? well...Pac might have been juicing, who knows? But if your conspiracy angle is to be believed, and I agree with you, then one can assume Floyd had backers who knew Pac wasn't in a position to take that offer.

We should also keep in mind that Floyd has the intelligence of a door post. The people making these decisions are the likes of big pimp Al.

You also fail to mention the possibility of a rematch, which would garner more money.

And as people on here have already said, losing to Mayweather wouldn't necessarily ruin Pacquiao. He would still be a big draw and still be able to make money. Just look at Canelo. The guy still gets paid.
Forget a rematch for a moment. A rematch is not money on the table...These fights like the one coming up for Pac are. The real money is in the first fight. And this fight can still be made....rematches as well really.

Think of it like this: Al Haymun and Arum are chess masters looking for a weakness to attack to ensure that the fighter pimped out has an advantage. When Pac was down and out then there was no way Floyd was going to offer that fight to Pac....Now Floyd has some problems, his escapades with the ref, ring ang gloves did not go over well in the Madianna fight....where we will probably never know the real fight numbers, but which I can guarantee where not very good....why? BECAUSE now Floyd is open to the fight, or so it would seem.

Part of the reason this OP's suggestion is true along with hectari's idea is that in fact BOTH guys have at times offered and rejected the fight, or rather their pimps have rejected and offered the fight. We are back to Bob being the cause of the decline, or when both guys have declined to a point where they need the fight, it will get made.

This fight will happen and it will do so when Haymon and Arum are both in a position where they equally need the fight and won't benefit from rejecting the fight....bet on it.

I'm not sure how the financial numbers would add up (meaning profit from avoiding the fight and doing in house fights over years vs. a fight with Floyd), but I think you make a very good point if the rematch is to be figured in. With most opponents of Floyd, I think there is a clause that says there would be a rematch in the case that he loses. However, I wouldn't be surprised if there were a rematch no matter what since Pac was extremely popular at the time of the first negotiation. If Mayweather agreed to 50/50 at that time, it's possible that both would have a rematch clause in the event of a loss.

If my theory is correct, it would seem Arum believes he could make more money by talking up this fight and having in house fights instead of staging the fight, with a rematch, and then whatever comes next. Hard to say...those inside fights line his pockets nicely.

I wonder if Arum's plan was to milk it for all it's worth and then make the fight at the last moment. If so, we know Floyd says he has only 2 fights left. Now would be the time. Only problem is that it's lost a lot of shine due to people being fed up, their mutual decline, and Pac being knocked unconscious. Also Arums shady business practices making Floyd want to avoid Arum all together.

          Thanks for the response! Respect.

Good points! Reminds me of the old days when there was so much talk about the invisible figures running boxing. I've always wondered what Haymond does that has made him so powerful. This dude is so mysterious!

a more appropriate analogy would be to replace pac and insert floyd. he's the guy that if he loses his popularity would probably plummet while pac has lost several time and has maintained his popularity. floyd and his forever war against bums. when will it stop?

Where's your source for this 50-50 Mayweather agreed to you keep posting?

He states pretty clearly no to that here, offering just $40 million:
