Floyd won the belt at 147, and since Ricky turned him down twice, he was not going to go back down for the sake of a ****** charade weigh-in since both fighters would not be 140 pounds by fight time. They would be at their JrWW hydrated fight time weight of 149.
So, they skipped the weigh-in to make 140 pounds.
