Pacquiao by a little bit, if he can beat hatton and/or mayweather
next year, then it'll be alot clearer

Pacquiao is clearly ahead IMO. Championships in 5 different weight classes just like Floyd except he didn't cherry pick the opposition while moving up in weight. Manny faced a Murderer's Row in opponents MAB twice, JMM twice, Solis, Larios, Morales thrice and Oscar in a fight all the experts favored Oscar. In addition he's performed much more spectacularly by getting KO's against the better fighters.
