Actually it doesnt, If Pac comes in overweight he doesnt get to pay 10M because it was him who wanted that stipulation in the contract, The OST however goes both way (Both fighter get tested randomly)

all the tests could very well be done 3 or more days before the fight..just because they say "RANDOM" it doesn't mean they're gonna try to inconvenience only Pacquiao and get him at 3am every time and right before his ring entrance..
