A penalty is different than an agreement. it is what you pay when you don't do what you agreed to do. who has history of doing not what was agreed? pac/team has a historical reason to demand a penalty clause. so does floyd's team...pac has come in over his weight limit historically...

I don't see why it wasn't an issue until the public wanted Floyd to fight Manny, I guess he telepathically knew his previous 40 opponents had no ties to A-Side Meth. But Pac and Arum say it's not an issue- random, unlimited OST (or FST, Floyd Style Testing) has been agreed upon.
