Lineal is a title that is meant to existed since Sullivan. Ranks do not exist in Sullivan's time. Who added the idea that rank has anything to do with lineal? Ring Magazine, a source that can't enforce anything to do with lineal status but has taken great pains to conflate lineal with themselves.
Beyond TBRB's very existence being a black eye for Ring, there is the fact that their founder is a plagiarist and liar. A man whose works range from reprinting other's work and claiming it for his own to just making **** up.

First they must claim it, something no has done since the bodies took over with the exception of Tyson Fury and those that followed him, the other thing they must do is take on all legitimate challengers. Wilder claims to be the champion based on his WBC title, Joshua claims to be champion based on his WBA-S,IBF, and WBO titles, and Fury claims it based off man who beat the man who was the man as per a ranking board
None of these men have done anything to adhere to lineal prior to sanctioning bodies, all of them require sanctioning bodies to exist to make their claim. If you require some form of body or culture that came from bodies to make you claim to lineal how can you possibly be adhering to the principles of lineal? Simple answer is you aren't.
Tyson has to beat everyone with a legitimate claim to champion to be the lineal. His first step was claiming it, not beating Wlad, Wlad did not take on all challengers nor did Wlad ever claim lineal.
