I hold Toney at much higher regards than Broner, Toney beat good fighters in his time and had alot more skills and tricks than Broner, who might have had more physical ability.
People forget that Toney KOed Michael Nunn, who was an undefeated P4P ranked champion at the time, James Toney was a huge underdog entering that fight, he also fought a ring master veteran in Mike McCallum and both gave us 2 of the most technically sound fights of all time. He also beat guys like Reggie Johnson, Iran Barkley, Jirov and a tainted win over Holyfield. I don't know if Broner's resume can be compared to this. I think Broner is more comparable to Judah maybe, but James Toney is just a level above when it comes to skills and accomplishments.
A fat old Broner would never be able to hang with middleweights and super middleweights like Toney was hanging with heavyweights late in his career. Toney's ability to roll with punches and his defense that only relied on experience and subtle little moves is something unique to him and it puts him at a pedestal that's higher than Broner. My opinion though!
