Boxing is a business because it has rules. Everyone would like to see the best of the best boxers face each other but there is plenty of politics involved as there would with any big business.

This is professional boxing. Once you see the word professional it means people are getting paid for it and making a living out of it.
When you see a boxer getting into the ring, he's often surrounded by many people. Those people are all stake holders and each has their own interest in the fight. Why would the best fighter fight an equally good fighter if what motivated them (money) to turn professional is relegated to the lower echelons?
Im sorry that if I expect the best to fight the best in the sport of boxing just as the best plays the best in any other sport on the planet.

I wholeheartedly agree with what you are saying from a spectator point of view. However, if boxing was my profession, I won't lie; I would probably do what the vast majority of fighters do and that is to fight the best fights for the most amount of money and for the least amount of risk.
After all, these guys are putting their health and lives on the line, each and every time they step between those ropes in providing us with entertainment. If I was a prizefighter my first and foremost concerns would be health, family and securing enough money for retirement.

Boxing is a combat sport, it isnt meant to be safe.

I think the reason you have got quite a lot of negative responses is that you mentioned 'safety' and I don't think everyone understands, I see a lot viewed it as you implying safety shouldn't be a consideration. IN GENERAL - you are rarely going to see a fight not get made because a fighter on either side is worried about their 'safety' (publically anyway).
I say in general, there are exceptions but that's not a big or widespread problem IMO. If it's the fault of a fighter's team not letting him fight someone for safety reasons...well, then he is probably not deserving to be called the best, thus the best v best fight is a moot point.
Money, on the other hand, is definitely a problem in this sport in terms of match-ups...and of course, I think many would agree that the fights should come before the $$$, but unfortunately, as we all know...boxing is a business, that's the way it is.
Funnily enough, some fighters who don't want to get themselves into dangerous matchups are perhaps worried about their safety, yet if they get some ****** money figure to fight, they will do it.
So money is the big problem.
