hopkins. they both have excellent resumes but what sets hopkins apart for me is his ability to beat fighters with different styles. he could fight any type of oponent and adapt, while pacquiao keps fighting guys willing to stand in front of him and look to brawl.
then again bare in mind i had hopkins beating calzaghe, pascal and taylor twice. but pacquiao losing twice to JMM.

Manny imo is more popular with a more dynamic style that a casual fan of limited boxing knowledge can appreciate- that is a seperate issue,but one that clouds a lot of people's judgements with a fan mentality.
The main difference I see is that a lot of Pac's fans have been in the position of defending and justifying Manny's choice of recent opposition,while Bernard doesn't need to justify himself because his opponents are legit-no questions if they are damaged/changed or disadvantaged before they even enter the ring.
