If Pacquiao requested the fight be at 144 lbs. and Mayweather contractually agreed, he has all the right in the world to request that $10 million penalty. Pacquiao didn't though. He requested the fight at 147 lbs.
Now you have to find a fight that Mayweather contractually agreed to at 147 lbs. where he didn't make the 147 lb. weight limit in order to deem that penalty reasonable. If you can do that, then your argument that $10 million for every pound over 147, not 144, is reasonable.
