That's pretty much the same for every promoter. They'd never say it, but that's what it is. The commissions won't improve their testing because they know promoters will bring their fighters to a state with easier testing. It's all about money.

The good thing is NSAC has gotten on board even if it's just a post fight blood test. They can get baselines for fighters Hgb/Hct levels during physicals and compare them to post fight, but like Mayweather says that would be too late.
