I'm pretty sure in-competition testing would be getting tested following an event, like having to do a test immediately following running a sprint at the Olympics. Out-of-competition would be the testing that is done between events, when you are training.

Is there a gap right now where Mayweather could be doping? Maybe. It seems to suggest on there that you stay in a testing pool for a number of months, and they have the right to test you. I don't know whether that time would have expired for him or not.
