        So why did Pacquiao-JMM only do 400k. Mayweather-JMM was over double that........

          exactly. Floyd was retired you gotta remember that so no matter how hard it was promoted, Mayweather had already "fallen off the map" and was retired for 2 years so that's a huge achievement to get that many sales when everyone's already forgotten about you. It's a testament to his star power.
