Before that time the test implemented by the NFL, NBA, and MLB were random urine test. If you paid attention to any other sports outside of boxing you'd know that recently, as in earlier on in the year, both the MLB and NFL are looking to implement WADA based testing policies into their current procedures due to the success of the test.

Probably because:

1. Pacquiao is a bigger name than all of them

2. Pacquiao-Mayweather would've have been the biggest fight in 30+ yrs.

3. Pacquiao lied, contradicted and deceived.

That's why. It overshadows everything that lesser fighters do. That's why. Eventually, other fighters will be under the same glare. Hopefully, they don't react the same way Pacquiao did.
