He didn't beat guys who are now not top tens but were once, he beat some regional nobodies and has been rated ever since.             There is no good reason near a top 5 if your best win was 6 years ago . What is the reason he’s ranked where he is ? No one sane will defend that .

            Fres Oquendo hasn’t lost a fight in 7 years he also hasn’t fought since 2014 where do you rank him ? By Silly Billy standards that guys a top guy with taking no losses .

                Well he defeated Jennings and Scott . Neither of those are promoting reasons to be ranked high ,he’s also fought the worst heavyweight who is Dan Martz to showcase to Wilder ,is this coincidence ? Not really .

                  Reason 1. Because if you start demoting fighters based on inactivity then you would have some big calls to make regarding the top end of the list.

                  Reason 2. No-one has done anything to move above him.

                  Basically he's there by default. No-one is justifying taking his place and they're scared to demote him because they'd need to do the same to others, including their recently announced heavyweight fighter of the year.
