He was in his 40s and looked faded when he last fought Wilder about 3 years ago.

Since then he's fought a couple of guys, I don't know what you would call them, "fringe euro level" seems like a good shout.

He's basically taken that win over Bryant Jennings 6 years ago and held a top spot in the division based on that one win for half a decade.

People talk about his skills or eye test or whatever but all I see is an old man with very low feet and very poor stamina, who is admittedly a good combination puncher up close, but has no delivery system and is likely to have very poor punch resistence.

There are like three issues going on here. The first one deals with inactivity and the specific inactivity of Ortiz.

The second deals with rankings

The third deals with the level of ability of Ortiz as compared to the rest of the division.

Regarding the first? There is a lot of inactivity in the sport... Ortiz should be judged how he looks if he fights again... like any other fighter. I don't see an issue.

The second? Who cares about rankings? They are like judges decisions... at the end of the day there are 3 guys at the top, prospects and everyone else trying hard... this division is just weak at this point.

Ortiz maybe inactive, that may well mean an unjust rank... among many other unjust ranks lol... and Ortiz when he fought showed a nominal level of skill as most guys fighting for a shot in the division.
