P4P Armstrong has been rated higher. His best and most productive weight was as a featherweight however. He only held the lightweight championship for a year.
As a lightweight Gans usually is top three today. For many decades he was typically top two with B Leonard.

He had been campaigning as a Lightweight even before he won the FEATHERweight strap. And most of the his Welterweight defenses were just above the Lightweight limit against fellow Lightweights.

That being written, Armstrong has better wins than Garcia. He beat Garcia in '38, and I'd say that probably wasnt even his best win that year. Ross, Arizmendi, Wright, and Ambers I could see being better wins.
