The PED scandal towards Pac doesn't come from his continued performance, but rather his increase in size and power while not sacrificing much speed. It's not too uncommon to maintain skills as long as he isn't getting beat up. But it is uncommon for him to maintain punching power while moving up in size. BHop was knocking people out at Middleweight. He can't knock anyone out at LHW. However, Pacquiao is knocking people out at JrMW like he was knocking people out at Featherweight.
PED isn't a longevity issue. It's a "where the hell is this power and ability to take a punch coming from?!" issue. It's nearly unprecedented, that's why eyebrows have been raised.

Soto seems like a slower Juan Diaz, with a bit more pop, though not one punch. Marquez handles him for sure.
I think they're still not considered pro. They're eligible for the Olympics still if I remember correctly. Probably something about not getting paid per fight but rather getting paid a salary being on a team.

I just love the ceremony associated with Japanese championship fights. The reading of a championship certificate or whatever, and how the crowd seemed to cheer at the end, as if the man who won did more than just win a comeback fight. Hell, Aoh was so overwhelmed he was crying.
Japanese championship fights just seem to be presented at such a higher quality than most American, even HBO, fights. And they seem to be taken much more seriously.
