Pacquiao doesn't have to put his title on the line if he doesn't want to.

But why make it an exhibition? This should be a real fight where the result should count on their official records.

Exhibition simply means it's not for pacquiaos title. It will still be a recorded pro fight. Non title bout

No they didn't. No legitimate fighters in any modern era of boxing earned title shots with exhibitions.

If he's not going to defend the title he shouldn't have it. He can fight all the exhibition's he wants but not when he's holding a belt hostage.

If this is true, you have to say well-played Ryan and Oscar. Huge fight that makes sense for both fighters. Garcia brings huge PPV appeal and poses a legit ko threat to Pac. Ryan is there to be hit and will have a very tough time with Pac’s speed and pop. If PAC’s left hand connects they way Campbell’s did, it’s nighty night. No major downside to Ryan if he loses. Seems like a lot of “details” need to be worked out so I’m not holding my breadth.

Non-title bouts aren't the same thing as exhibitions.

                Make this a non-title bout.

Has the WBA ordered a mando yet? If not then a non-title fight is reasonable. Just don't make it an exhibition.

Nope. They've basically let Pacquiao hold the belt hostage. He hasn't had a fight since Thurman and that's entirely too long for a champion to have a belt without defending it. It's ridiculous.
