There is no rematch rule that I am aware of. My point is some fights deserve a rematch, some don't.

Manny/Morales deserved a rematch because even though Morales won, Manny had a very strong 12th and you could argue if it went 15 rounds Manny may have won. Manny/Bradley warranted a rematch because Manny got robbed in the eyes of most people.

I can see to some degree the agreement of catch weights but If you look at boxing’s regulation for title fights, for example 154 super welterweight, for it to be a legit title all it states is that a fighter come in from 148 -154 lbs is classified as the super welterweight.
