There's no reason why Pac couldn't have fought Campbell next.
He chose the easier guy with one belt over a guy with three titles.

David Diaz was promised a fight vs Pac BEFORE his fight with Montano on the undercard of the second JMM vs Pac fight. All he had to do was win, which he did by majority decision.
All this speculation about Campbell being unavailable due to a fight with Guzman is also nonsense- Campbell had just won the title and was allowed a non-mandatory defense.
Pac chose David Diaz instead of tougher competition against Campbell, who held unified titles.
