We are being told they had been offered the Deontay Wilder rematch; Which is why his team had turned down the fight. Who knows? It probably has something to do with Al Haymon's contractual commitment to Showtime.
In any case, as far as him popping dirty is concerned; Possibly but unlikely because Luis Ortiz is currently enrolled in the year round VADA clean boxing program. Here's his status below:

He's basically claiming that Ortiz's promoter told him that Hearn was low balling, but didn't actually tell him the amount offered. He posted out of frustration, attacking Hearn. Since then he found out what was offered.
