        Ofcourse, Floyd is their cashcow. They blamed USADA though, they broke protocol.

        and that still doesn't answer why they granted him a TUE for a mere 2 and a half lb's.

        I wonder if an IV works better at diluting the blood and he just needed a little to mask. Seems more believable than "My urine was dark, very very dark..... so I intravenously rehydrated 2 lb's and got a TUE which is supposed to be granted only in emergencies."

          NSAC was not the drug testing agency so their rules that allows IV was invalid.

          USADA was the testing agency and their rules should be followed not NSAC.

            USADA's job was to enforce NSAC rules not change them.

              wrong, why, NSAC can not enforce their own rules by themselves they needed USADA to do that?

              USADA drug testing rules/regulations and protocols.

              NSAC penalties and punishments if drug testing rules were not followed.

                NSAC have said multiple times they can't afford to do the testing like USADA. USADA's job was to test for drugs not change what is illegal/legal.

                      So the reason why USADA was hired because NSAC can no longer do drug testing?

                      USADA responsibilities was to test for drugs according to their own rules not according to NSAC rules.

                      are all the things that is allowed on the rules by NSAC also is allowed by the rules on USADA?
