Given his position on the matter, and his financial capacity, it really IS surprising he will not agree to this additional penalty clause/stipulation. It doesn't necessarily make you wonder why, but it's puzzling nonetheless.
Listen, if Pac tests dirty, the fight will be cancelled, and Team Mayweather will sue Pac for $50mil+..... and vice-versa.
The $5mil penalty is rubbish, and completely unnecessary.
This has been confirmed by Team Pacquiao.....

Imho, the WADA/VADA/USADA thing, is pretty much bandwagon rubbish.
The same internal laboratories run the testing, so no big deal.
To me, the more important factor is the professionalism of the company in question. So,. when I heard about the Rios blunder..... I was like holy ****. To use hotel equipment to collect samples, not knowing whether glasses/etc have even been cleaned.... not knowing if the utensils had previously been used to contact illegal products.
I dont wanna be too hard on VADA, they are likely fine, and they will have teething problems, like everyone else..... but not having appropriate utensils to collect samples, and doing it in public..... unacceptable.
USADA have been around a lot longer, so their processes/protocols are a lot better..... but I'm sure VADA will be fine.

The networks/promoters will have no say in the matter if Mayweather refuses to fight Pacquiao because of positive test results.
You better believe that.
And, Mayweather will sue for $50mil+, you better believe that as well.
The $5mil penalty is silly PR rubbish, even Arum admits it.
