    Yes, but he didn't sue because Pac won the fight in dominating fashion.

    Had he lost, gotten hurt or Rios ruined Pac in some way, they he might have.

        Why is this becoming such a big issue, pretty sure I read on somewhere that Arum wasn't in favor of the 5mill penalty either? How could Pac's team implement the penatly if Arum wasn't on board with it?

              I'm pretty sure that Kuntz said exactly the opposite. It would be a 5M cash payout directly to the fighter on top of the other fines/penalties because it may take years for that stuff to actually get cleared up through the courts system. Floyd didn't like that because he knows that if he failed, it would get tied up in court and he wouldn't have to worry about the ramifications until after he was retired.

                      Although, the fight was not cancelled, and there was no downside.

                      And, it was only Brandon Rios, who Pac could have beaten blindfolded.

                      Maybe Pac has realised the importance of additional testing after all.
