Wladimir deserves it more and I want to see him as the unified Champion, but I also want to see Wilder tested. They could have Wladimir face Stiverne and have Wilder fight one of the other contenders. If they both win their fights then Wladimir and Wilder could fight.

Uhhhh...
Unification should ALWAYS take priority over mandatory challengers. If you have a world title, you are automatically removed from all the other bodies' rankings (except The Ring of course) because you are no longer a contender, you're a champion.
Unifying the belts and establishing a real champion is the (or at least used to be and should be now) the #1 priority.
ALWAYS.
