You cant have the best anything by not fighting so i echo everyones thoughts. Floyds resume is even behind Whitaker, DLH and SSM, guys he beat. JMM, Barrera and Morales have a case of being better as well as they are greater than DLH and SSM with the exception of Witaker. Not to mention JCC is greater than Floyd cos of a better resume.
Best at being overated is the only thing i can think of when it comes to Floyd.
In what alternate universe is this a good resume over the last 10 years, the best wins are battle worn Cotto or shot ODLH who else 40 year old Mosley? Zab Judah, JMM jumping up two weight classes......GTFO.

I'm not sure what universe. Is it the same universe you live in where Aaron Pryor has a better resume than Floyd Mayweather? I don't know.
I don't even know after that. Razor Ruddock? Bruce Seldon? Frank Bruno?
1. Michael Spinks
2. Razor Ruddock
3. Tony Tucker
4. Frank Bruno
5. Larry Holmes
Doesn't he mean is Floyds legacy in the top 5 for boxers who were active in the last 25 years as opposed to fights they have fought in the last 25 years?
