From 1988-Present...Yes he does. He has one of the best careers in boxing in the last 25 years. His resume+accomplishments+and PPV revenue shows he's one of the best boxers to lace them up in the last 25 years.

No he doesn't.... 95% of his noteworthy accomplishments came before he got to 140. He hasn't done anything since 2004 which was almost 10 years ago.
