the difference between the two arguments:
one is completely bogus (new zealand's rugby league being responsible for the lack of talent in the HW division)
and the other is not (The NFL and the NBA being responsible for the lack of talent in the division)

Yanks are not the only ones in the world that lose potential fighters to other sports.

new zealand never dominated the division. american HW did.
what does that say about the talent pool in rugby?
the american talent pool has a tenure in the division, where they were dominant.
no country other than the states can make the argument because they never dominated the division before losing out on all of their large athletic talent
