Two of my favorites. Roy was a freak of nature and his accomplishments get tarnished by what he's doing today. 154 to HW champ is an insane! Pac's close but lately he's been taking it easy (probably to avoid ending up like Roy). I give the edge to Roy.

heres the thing when manny started at 1o6 he was a malnourished boy who still had a lot of growing to do roy jones was a grown man already and the diference in power you face from jmw to heavyweight is greater that of being in th 106 division to the welterweight division imo both are grade acomplishmentns though i rank roys higher

Pac has went from 106 to 154. Thats 48 lbs and there many more weight classes between that climb at the lower weights.
I think beating the best @ 160 and 168 and then moving up and dominating the LHW division and then eventually winning a HW title against a man who naturally outweighs you by 40 lbs legitimately is a better accomplishment.
But that's just me.
