That and because Cotto is a Top Rank fighter.
Pac fought Clottey after the Cotto fight so your argument about Cotto looking like **** against Clottey does not stick. He fought both fighters successively.
And besides Clottey has always been a difficult against the top WW(other than Pac).. His close loses against Margarito and Cotto is a testament to that.

You can try to make all the sense in the world of that but that would clearly be **** because it is what it is and there is absolutely no excuse for it!!!!!!

When Cotto beat Shane, Pac was wrapping up his rematch with MAB at 130. When Marg beat Cotto, Pac won a close SD against JMM at 130
When Mosley beat Marg, Pac was just 2 months remove from fighting a dehydrated Oscar at 147, and is already considering moving down to 140..
So at what point did Pac waited for these guys to lose. He was not even part of WW mix when this 3 fought against each other.
In fact, if anything it should be Floyd who should be in the mix since he is been a WW since 2006 but he retired so that he can avoid this tough fights. By the time he fought Mosley, the three already wrapped up their fights against each other.
