Floyd has always had a claim to the top spot considering he retired the best, beating Shane will only confirm he's still the best. Pac is good but lacks the skill level of Floyd, P4P is about skills.

Beating Mosley should not rank Floyd higher then Pacquiao. Pacquiaos last two fights were against Cotto, and Clottey. Mayweather Jr's last two fights will be against midget Marquez, and Mosley. Pacquiao by far should still be p4p 1!

pacquiao just became somewhat of a real welterweight in 2009. Floyd has been a welterweight since 2005 then he retired in 2008 when the division was the most loaded in boxing. You can technically say pacman became a welterweight vs oscar but i wont. the guy weighed in at junior welterweight vs oscar. Styles makes fights, & considering the size advantage floyd has over pac & the fact that pacquiao only has 3 fights at welterweight floyd should be favored. Still what does that have to do with the question at hand?

Just that, if Pac is a better fighter pound for pound, to the extent that Mayweather couldn't beat anyone to be ranked higher than Pac then Pac himself, I would expect Pac to be favored H2H. But the thing is he most likely would lose to Mayweather at 147,140,135, and 130.
No, because he'd have to fight and beat the #1 (Pacquiao). If he hadn't retired and the roles were reversed, Pac would be #2, and Floyd would still be #1. Also depends how Floyd wins (i.e close fight, lopsided victory, KO, etc)
