Joe is basically Ken Norton Ron Lyle John Ruiz Andrew Golota Dillian Whyte Gerry Cooney Ray Mercer level ... good solid basic top ten top five contender. Just short of champion caliber.

While I agree he's a solid top 5-10 fighter, I think he is a full level or two below most of them. He's certainly not half the fighter someone like Norton was who arguably beat Ali 3 times among other decent HWs in a considerably better era.
