The reason why they wanted Cotto to come down in weight is to make the fight closer to Manny's actual weightclass, which I would argue is 135, or maybe even 140 now.

Pacman's weight class currently is 140. Remember the years have gone by and it's natural for a bodymass to grow with the years don't matter how much you train. I really doubt that it will be easy for Pacman to make 135 again and be at his best.

Cotto not wanting to put up the title, IMO is more of him wanting more money or have them pay the sanc fees. It doesnt really make sense for him not to put up the title when the fight is under welterweight.
