There is a difference. Not that I want to fuel the Pachuggers fire, but it's the welterweight LIMIT. Just like the middleweight LIMIT. Fighters can always come in under the limit, just not over.

Stop being Bitches (Roach and PacMan) and fight at the Welterweight Limit if you want that belt. Cotto should not put the belt up if he has to fight at a catchweight because in 10 years all you will see is that PacMan beat Cotto for a welterweight title with no mention of the WeightDraining. At least Mayweather fought for his PaperTitles against Champions without a catchweight, and with the exception of Hatton, Floyd challenged them at their weight not his.
