Arum knows the score so if he is willing to place Valero in against JMM he has made a reasonable analysis of the risk/reward of all possible scenarios. Valero has already lost several years of prime time so he has to step it up now that he can fight in the USA again. He can't afford to take fights against people who have already been sparked because they will do nothing for him. He's basically going all-in vs. JMM and will be prepared for war. If he wins Valero becomes the next future superstar if he happens to lose he'll just go back to the drawing board and refine the rough edges.
On the other hand, if JMM loses now to Valero chances are his career will be pretty much over so I can understand why GBP is not quick to enter him into that match. However, I suspect Arum will try and force that match because it makes the most sense for him strategically and financially.

Juan Diaz, another crude volume puncher with no power was hitting JMM at will and even put him on ***** street once or twice with wide looping telegraphed shots. Imagine if that was Valero landing such titanic shots on JMM.
