IMO the best argument for Floyd > Pac is not resume, an area in which both guys are near even, but rather that he would've beaten prime Pac h2h, which I believe he would have.. For me, I don't see the obession of comparing Mayweather to Pacquaio. But I would say the unprecedented 8 belts won by Manny is pretty fucking special. They are/were both exceptional fighters.
If you have to make the direct comparison, Mayweather is the bigger man with the longer reach and also is one of the best fighters of all time. That Manny, at 5'5" and giving away five inches in reach had problems getting round the defensive skills of Mayweather with those kind of physical disadvantages heaped on top is a bit of a non-surprise really.
Finally, Pacquaio was not beholden to defending a zero in the L column. I think that made a big difference later in their careers as to how things played out and how different people appreciate them. Your mileage may vary, but I prefer the more cavalier approach of Pacquaio.
