When a fighter goes down its not just about them being on their feet before the count of 10. A fighter can be on their feet before the count of 10... but ref has to continue to check if the fighter is fit to continue the fight these include checking the eyes of the fighter, seeing if the fighter responds to verbal commands its not just about being on your feet before the count of 10. Moving on to Luis Ortiz you could even see the time the ref was at 9 and Luis Ortiz was trying to get on his feet or whether he got on his feet on time (whatever) he was still visibly disorientated thus the fight being waived of.
