Mealy mouthed bullchit. What they've said is that he doesn't actually 'win' the Franchise designation in the ring, but a win over Lomachenko will prove him 'worthy' of it. Originally they had some bullchit rules that someone beating the 'franchise' champion becomes automatic interim or contender for the regular belt or some nonsense.
Look at this quote below that foreshadowed what Sulaiman knew way before hand. In fact I think the Franchise was originally made all because of Canelo vs DAZN and the approvals.
“He has a very strict contract [with DAZN] that he has to comply with, in which he has to give the fans the best fights possible. You don’t know if he’s gonna fight in light heavyweight, super middleweight, middleweight, even super welterweight. That’s why the WBC has been thinking about a designation and we name it franchise.
