    The WBC rules seem pretty clear:

    In its sole discretion, the WBC shall subsequently determine the timing and terms of any bout between a Champion and Interim Champion to determine a sole champion in the division, provided, however, that an Interim Champion shall never be deemed a mandatory challenger, or entitled to greater share of proceeds of any purse offer beyond that of a challenger, without a specific prior written order to that effect from the WBC President or his designee.
    But let’s pretend the WBC rules are wrong for a minute

    When was the mandatory forced, with notice given for the camps to negotiate before going to purse bids?

    If it wasn’t, how did Canelo duck if he wasn’t obligated to?

        The order written to crown the interim champion in Charlo's fight also said the winner would be mandatory as well.

        So no, the rule isn't wrong. Charlo was mandatory because the WBC declared the winner of a specific fight would be mandatory and Charlo won that fight. The interim title also being on the line in that fight didn't negate that the winner would be mandatory.

          Assuming this is true, when was the mandatory enforced by the WBC for Canelo to ‘duck’ Charlo? When was the explicit order given by the WBC to start negotiations or proceed to purse bids?

            I hate Canelo but Charlo will get destroyed. Hell, Canelita will probably beat the two of them on the same night.

            Charlo knows this, so he ducks and uses the purse as cover up.

              A star of Canelo's caliber isn't just going to get an unexpected letter in the mail making concrete demands. The WBC had been trying to massage the situation for over a year. When they finally put their foot down and told Canelo if you don't fight Charlo next, we have to strip you, he wasn't willing to fight Charlo. So Golden Boy & Sulaiman put their heads together on how to best minimize the damage from that. Hence the franchise idea.

                    Jorge Sebastian Heiland was the #1 rated middleweight in the WBC ratings for two years. Jermall Charlo agreed to fight him in a final eliminator. Charlo won and became the mandatory challenger.
