All athletes are on steroids, and the methodology for steroids always improves.
Floyd was on video injecting himself to numb his hands. People started complaining about it, the video disappeared, and then Floyd started going around claiming he never did that. A couple weeks ago there was an article on this website where Roach said that allowing Floyd to numb his hands was a secret part of the contract for the Pac fight. So, there you go: It's about what you can get away with. This applies to steroids, as well.
Floyd, IMO, seems to be on some advanced stuff that only money can buy. He flushes it out with the IV. If they take the IV from him, he'll just find another way of doing it. Fighters nowadays can pump themselves full of steroids months before a fight and be good all the way up until fight-night. They don't even need to do it when testing's happening. I'm sure they do continue, though. Beating steroid tests is easy. Watch the movie Icarus on Netflix.
Anyhow, at the end of the day, no one should believe that all top level athletes are doing this on their own. They have entire governments behind them. Look at Anthony Joshua before the Olympics compared to after. He's been on that good stuff ever since, transforming into the Hulk. It's a part of being an athlete. The ugly truth behind everything. Yeah, it's unfair, but what can anyone do? I've fought someone that was on steroids before, and it clearly gives them advantages that you can't otherwise attain as a natural human being. That's what it takes to be at the top of sports.

What do you mean by flush your body? It doesn't work like that.
I'm like a broken record with this. An IV can be used to mask a urine test by dilution. A urine sample is not allowed to be diluted with regards to testing. It is tested for dilution by two separate, independent entity. First the doping control officer performs a specific gravity test to make sure the urine is not diluted. Then, the independent WADA lab tests the sample with a specific gravity test to make sure it's not diluted.
If Floyd's sample was diluted, the lab would have noticed, it would have automatically been entered into the ADAMS system, and the results would be sent to WADA.
