Cheers for that, does somewhat explain the situation.
This video explains whats going on with the 'Mandatory' and where does that leave Whyte: keep in mind dude is on the scene for Breazeale vs. Molina and was there covering the pressers.
Remember Deontay had to face Bermane Stiverne as mandatory, Bermane was suppose to compete vs. Alexander Pedvetkin in a final eliminator with the 'Interim' belt on the line.
Alexander popped, Bermane became the mando. Then Stiverne stepped aside to let Wilder fight Luis Ortiz, when Ortiz popped dirty that bumped Stiverne up to the mainevent with Deontay, THE PROBLEM seems to be that Bermane agreed to fight Dominic Breazeale and the winner would go on to fight with the champion.
Dillian Shyte was ahead in the rankings but a contract was already signed with the WBC and Breazeale ; unfortunately for Dillian Shyte he would then have to remain active defending the 'Silver' WBC title.
Well thats seems to be the reason, the way I remember it.

Still begs the question why the WBC first announced that Breazeale v Molina was the final eliminator and then backtracked from that statement to then change their mind again and have that as the final eliminator.
When this happened last October, we all got a press release from the WBC that said Breazeale v Molina was a 'final eliminator'. I chased that up with them and was told this was a "mistake" and it was just an 'eliminator'. Now they're saying it wasn't. Gotta love boxing. pic.twitter.com/3Fpe7FPKQj

You read the thread that you started, he is claiming the WBC are mandating Breazeale over him. That’s his claim, unless he is confused. So someone need to mention it to him that it’s a voluntary defence, because he seems to think Breazeale got here by beating Molina.... a fight the WBC told Whyte that it isn’t a final eliminator.This sums up everything that's wrong with boxing @WBCBoxing you confirmed to me & the media that Breazeale v Molina was not a final eliminator now you're saying it was and mandating Wilder to fight Breazeale before me #Bull****
