Being ranked #1 and being the mandatory are two completely different things. To be declared the mandatory, you typically have to win a final eliminator. Whyte has not fought a final eliminator.
The silver belt doesn't make you the mandatory. It simply makes you a highly ranked contender.
Wilder doesn't pick his mandatories. Breazeale won a final eliminator to become the mandatory. There apparently was some confusion as last year when I was saying Breazeale was fighting in a final eliminator, others were saying it wasn't. Turns out it was. Wilder had no say over that.
