Of course Jacobs ducked him. There was no need for Golovkin to call out Jacobs. Golovkin already held the highest version of that belt. The guy fighting to take the Champions belt is called the Challenger for a reason. . Jacobs never would have fought Golovkin but it was mandated. He had no choice unless he wanted to forfeit his belt.

The link you posted is to an article about Jacobs asking the WBA for a 60/40 split if it went to a purse bid. The WBA turned that request down:
"The possible purse bid between WBA Super World middleweight champion Gennady Golovkin and WBA World middleweight champion and Daniel Jacobs will remain at the original 75-25 split in favor of the champion (Golovkin) and not the 60-40 split requested by the challenger (Jacobs)."
Like OnePunch said, if GGG didn't want to fight Jacobs all he had to do was not offer him any more than 25%

Jacobs is the WBA MW champion and has defended that title 4 times. He is also the No1 contender for the super WBA MW title, held by GGG.
That might be crazy, but it's how the WBA run their show. Blame them, not me.
Golovkin didn't need to fight Jacobs. He went out of his way make it happen by giving Danny a bigger share of the purse than he was entitled to and 3 extra months to get himself ready.

They asked for an immediate bid because Jacobs wouldn't budge from his 40% demand. It brought him and his team into line and they accepted whatever % it was that Loeffler was offering them, because if they hadn't done so, it would have been 25% or walk.**** for brains.....

Danny wouldn't fight GGG for 25%. If GGG hadn't given him more, Jacobs would have walked and the fight wouldn't be happening.
